Parking & Traffic
It is the responsibility of every vehicle operator to read and understand these rules and regulations. CSB Security and SJU Life Safety Services are responsible for managing all parking, traffic, and safety issues regarding the use of vehicles on each campus. It is important to be aware that the College of Saint Benedict and Saint John’s University have a limited number of parking spaces available on campus. For that reason, they must carefully facilitate parking in order to accommodate the high demand for parking areas on campus. In order to promote orderly parking for all students, employees, monastery and guests, the following guidelines must be adhered to.
All CSB student vehicles must have either a valid parking sticker permanently affixed to the driver’s side back window or a temporary parking permit placed on the vehicle’s rear-view mirror.

Parking
Where can students park?
First-year CSB students with a valid parking permit are assigned to Lots 9 and 11, with overflow parking allowed in Lot 12.
CSB sophomores, juniors and seniors who live on campus and have a valid parking permit may park in any designated student lot, on a first-come, first-served basis. Student lots include 2, 4, 6, 7, 12, 13, 15 and 17. CSB juniors and seniors selected by lottery are eligible for a limited number of parking permits in Lot 5. (Students who accept Lot 5 parking permits are required to move their vehicles upon notice of a large event scheduled at the Gorecki Dining and Conference Center or Benedicta Arts Center.)
CSB students who live off campus and SJU students parking at CSB must use Lots 2 and 12 and are required to have a valid CSB or SJU parking permit on their vehicle. Parking in Lot 2 is allowed for all vehicles with a valid CSB or SJU student or employee parking permit between 7 a.m. and 6 p.m., Monday through Friday.
What about parking with medical limitations?
Drivers who require parking consideration for an extended period of time are encouraged to obtain a Handicapped Parking Permit through the State of Minnesota Department of Public Safety.
However, for temporary issues including injuries (e.g., broken foot, leg, ankle) or medical conditions that restrict movement or makes walking difficult (e.g., heart concerns, pregnancy, circulation issues), a campus medical parking authorization is available.
This program is designed to identify vehicles that are allowed to park in handicapped spaces on both campuses (on-campus only) on a first-come, first-served basis. Students, staff or faculty members requesting medical parking authorization must have a valid CSB parking permit.
Where can employees park?
Except for specific reserved or designated parking spaces, CSB and SJU employees may park in any designated employee lot, on a first-come, first-served basis. Employee lots include 1, 2, 3, 8, 10, 12 and 14. Parking in Lot 2 is allowed for all vehicles with a valid CSB or SJU student or employee parking permit between 7 a.m. and 6 p.m., Monday through Friday.
Motorcycle Parking
A motorcycle can be added to a student’s current parking permit at no charge to be used when the primary vehicle is not parked on campus. Motorcycles registered in this manner must be parked in the same lot that is authorized by the owner’s parking permit.

How do I get a permit?
Contact the CSB Security Department at 320-363-5000 to receive assistance. Or, go to the Security Office located in the first floor of Mary Hall Commons.
Short Term Permits (Temporary) – CSB
Short-term parking permits for parking on the CSB campus are obtained from the Security Department (Mary Hall Commons) during normal office hours, 8 a.m. to 4 p.m., Monday through Friday. Short-term permits are sold at a minimum of $7 (for 7 days or less) or $1 per day. Short-term permits must be prominently displayed on the vehicle’s rear-view mirror.
My parents are letting me use their car and I will only have it here for two weeks. Do I have to buy a permit for the whole year?
We understand that there will be times that you will only have a car on campus for a short period of time. You can purchase a Short-Term (temporary) parking permit for any period of time at a cost of $1 per day.
I am only going to be here the first semester and then I graduate. Why do I have to purchase a parking permit for the entire year?
This is partly due to bookkeeping and to keep track of who is coming and going throughout the year. Things change, and your student status may change. Upon notice/request you will be reimbursed for any unused portion of an annual permit.

Parking Fines
FINE SCHEDULE:
- Snow removal/lot maintenance – $25 (plus towing fee)
- Illegal parking (no permit, permit not displayed, expired permit) – $25
- Restricted and posted areas (guest and time limited, no parking, incorrect lot) – $25
- Driving or parking on sidewalks, lawns, around gates/barricades – $50
- Moving violations (speed, reckless/careless driving, inattentive) – $50
- Falsifying, transferring or altering permit or permit information – $50
- Handicapped Zone Violation – $100 (non-appealable)
- Wheel lock removal – $50
- Safe and Sober Violation – $50 (non-appealable)
- Any violation after the 3rd ticket received during an academic year – $50
- Fire lanes – $50 (non-appealable)
- Emergency response violation – $200 (non-appealable)
- Vehicles not registered that have to be looked up through the Minnesota Department of Motor Vehicles to identify owner and operator – $10 (in addition to any fines for violations)
- Failure to update information upon license change – $10
Those whose driving or disregard of parking regulations threatens the safety of the campus or demonstrate an unwillingness to park responsibly, or receive a third violation are required to meet with the traffic coordinator and may have their permit and/or driving privileges revoked on either campus. Upon receipt of a 7th ticket, driving privileges may be revoked until a review takes place. The registered owner of the vehicle will be held responsible when the driver cannot be determined. Vehicles will be wheel-locked or towed at owner’s expense if there is a continued disregard of policy. Vehicles blocking fire lanes or parking in a posted tow away zone are subject to tow at the owner’s expense. CSB Security and SJU Life Safety Services parking violations are placed directly on vehicles.
Multiple Fines
Drivers will be required to meet with the traffic coordinator after …
- Demonstrating an unwillingness to park responsibly.
- Threatening campus safety with their driving and/or disregard of parking regulations.
- Receiving a third violation from CSB Campus Security.
These drivers may have their permit and/or driving privileges revoked on either campus.
Upon receiving a seventh ticket, driving privileges may be revoked. The registered owner of a vehicle will be held responsible when the driver cannot be determined. Vehicles will be wheel-locked or towed at the owner’s expense if there is a continued disregard of policy.

I was only parked there for a few minutes, why did I get a ticket?
Campus parking is clearly marked with signs. The Department of Security is also bound by State and Federal rules and regulations regarding parking. Fire lanes are designed by the State Fire Marshal and compliance with those regulations is State Law. Should a State Fire Marshal come to campus and note a failure to comply, the institution could be fined thousands of dollars until compliance is achieved. Specific reasons exist for the development of a successful parking program on our campus. We also ask that you pay particular attention to Monastery parking and respect their parking lots, guest spaces and the circle in front of the Gathering Place. These areas are clearly marked. We must work together to honor and respect each others space. If you have questions, comments or suggestions, we invite you to e-mail them to the Department of Security.
My friend used my car and he/she parked it in the wrong place and I got a ticket. What should I do about this?
Your vehicle is registered in your name and is your responsibility. You are responsible for any tickets issued to your vehicle. If your friend is going to use your car, make sure that he/she knows where it is supposed to be parked. Since he/she used your car, you may feel that he/she should be responsible to reimburse you for the ticket. You may be right, but that is between you and your friend. The fine received for a parking violation will be billed to the Student Account of the individual who registered the vehicle.
Other
I am a faculty member and I teach on both campuses. When I come back and all the employee spaces are full where I generally park, what am I supposed to do?
Employees (faculty and staff) are allowed to park in any designated EMPLOYEE parking lot. If your “normal” lot is full, you may park in any other designated employee lot. Parking in handicapped spaces, designated STUDENT parking lots, along the curb at roadside, on sidewalks, or in traffic “aisles” is prohibited. If you have large bundles of books or other materials, call Security at 363-5000 and we will assist you.
If I have a visitor on campus, what should I do about a parking permit?
Contact the CSB Security Department at 320-363-5000. Indicate that you have a guest and how long they will be staying on campus. Security office personnel will issue a “short-term” (temporary) parking permit with instructions to park in lots specifically set aside for guests.
How fast can I go?
Campus speed limits are set for the safe movement of people and vehicles on both campuses. Please respect posted speed limits.
SJU speed limit: 20 mph on roadways and 10 mph in parking lots
CSB speed limit: 15 mph on roadways and 10 mph in parking lots
Emergency Response Violations
Individuals and vehicles that impede the emergency response of medical, fire, security and safety personnel or vehicles are subject to judicial sanctions or towing, and may have their permit or driving privileges on both campuses revoked. These sanctions are not subject to appeal. Actions in this category include (but are not limited to):
Reckless endangerment of persons and property
Interfering with the actions of emergency responding personnel
Parking in fire lanes or blocking access to a building during emergencies
I had night class at SJU and when I came home there was nowhere in my lot for me to park. What should I do?
Contact the CSB Security Department at 320-363-5000. If there is a special event at the Haehn Campus Center, the Benedicta Arts Center or the Gorecki Dining and Conference Center we may have had to direct visitors to available parking. We can let you know when the event is scheduled to end. Until that time, we will direct you to park in an open area and we will provide an escort for you to your residence. After the event, it will be necessary for you to move your car to the proper lot. Both CSB and SJU promote public events inviting guests outside of our communities. Some of these guests are parents or grandparents of current or future students or alumnus/alumna of SJU or CSB. Because parking space ordinarily is limited, sometimes there is a need to temporarily relocate your vehicle to accommodate guests and visitors. In all cases, we are grateful that you are a cooperative member of this community.
I am parked in a 15-minute parking space and now my car won’t start. What should I do?
We can accommodate you for a short period of time in order to resolve your issue when we know that you are experiencing difficulties. If your car needs a jump start or you need other assistance, please contact us at 320-363-5000.
